REVENUE MEMORANDUM CIRCULAR (RMC) NO. 034-2026
The Bureau of Internal Revenue (BIR) announces the availability of the BIR Digital Taxpayer Identification Number (TIN) Identification (ID) through the eGovPH Mobile Application developed by the Department of Information and Communications Technology (DICT). This initiative aimed to streamline and unify access to government services through a centralized digital platform.
Key Provisions and Implementation Details

| Availability of Digital TIN ID | The BIR Digital TIN ID is available through the DICT’S eGovPH Mobile App starting April 24, 2026 for individual taxpayers. |
| Platform and Access | The eGovPH App is developed by the DICT to unify access to government services. It serves as a one-stop digital platform for transactions and information. It is downloadable via Apple App Store and Google Play Store. |
| Recognition as Valid Identification | Both the Digital TIN ID generated via ORUS and accessed through the eGovPH App Mobile ID Wallet are recognized as valid government-issued IDs, subject to applicable authentication and verification procedures. |
| Conditions for Presentation | The Digital TIN ID in the eGovPH App must be presented only within the eGovPH App while the application is in active use. |
| System Authentication Dependency | Validation and authentication shall depend on the online application from which the BIR Digital TIN ID was generated (ORUS or eGovPH). These platforms follows its own verification mechanism. |
| Modes of Verification | ORUS-generated Digital TIN ID: Online verification by scanning the QR Code. eGovPH-based Digital TIN ID: Actual presentation within the eGovPH App while the application is in active use. |
