REVENUE MEMORANDUM CIRCULAR (RMC) NO. 63-2026
The National Commission of Senior Citizens (NCSC) issued a public advisory confirming that the Digital National Senior Citizen ID (NSCID), available through the eGovPH App, is an official and valid proof of identity for all Filipino senior citizens. All government agencies and private institutions are required to accept it in all transactions.
The Digital NSCID may be used for, among others:
- Availing of the 20% senior citizen discount and VAT exemption on medicines, food, transportation, and other goods and services.
- Accessing government services, social protection programs, assistance, and priority accommodations.
- Financial and identity verification transactions, including:
- Opening bank accounts
- Loan applications
- Benefit claims or availment
- Any other lawful transaction where a Senior Citizen ID is required or commonly accepted.
Government agencies, banks, hospitals, pharmacies, retail establishments, transportation providers, and other private entities should not refuse the Digital National Senior Citizen ID solely because it is in digital format. It carries the same validity as the physical Senior Citizen ID for identity verification and entitlement to senior citizen benefits.
