Introduction

REVENUE MEMORANDUM CIRCULAR (RMC) NO. 053-2026

In line with the Bureau of Internal Revenue’s (BIR) continuing efforts to modernize tax administration, enhance taxpayer services, and promote ease of doing business, this Circular is issued to announce the availability of the Taxpayer Portal and its pilot implementation covering taxpayers registered under the offices/divisions of the BIR’s Large Taxpayers Service (LTS).

The Taxpayer Portal is a secure online platform that allows taxpayers to access their tax information, view registration details, monitor tax returns, track payments, and receive filing and payment reminders, reducing the need for manual follow-ups and office visits.

As part of the pilot implementation, taxpayers registered under the LTS may enroll in the Taxpayer Portal and use the following system functionalities:

  1. Viewing taxpayer registration information
  2. Monitoring the status of filed tax returns by tax/form type
  3. Tracking tax payments
  4. Viewing account ledgers by tax/form type
  5. Receiving system-generated notifications and tax reminders

The pilot implementation of the Taxpayer Portal for LTS taxpayers aims to ensure the system’s readiness before its wider rollout to other taxpayers. For enrollment, technical assistance, or record-related concerns, taxpayers should contact their respective Large Taxpayers Office/Division. BIR officials and employees are directed to promote the Circular widely.
